The concept of the Governance is not new. It is
there from many decades. The words governance and government came from the French
words “gouvernance” and “governement”. Their meanings were very close referring
to the acts and manners of the authorities. Coming to the term governance, it
is commonly defined as “the exercise
of power or authority by political leaders for the well-being of their
country’s citizens or subjects”. It is a complex procedure whereby a few
divisions of the society employ control, and establish and declare open
strategies which specifically influence human and institutional communications,
and financial and social advancement. The power practiced by the partaking
divisions of the society is dependably for the benefit of everyone, as it is
basic for requesting admiration and participation from the subjects and the
state. All things considered, an extraordinary arrangement about administration
is the best possible and compelling usage of assets.
We all know that a set of
institutions and actors are a part of the Government of any state. But
governance is much beyond these institutions and actors. Simply speaking,
managing, maintaining and challenging the authorities in the government is
called Governance. It includes the strategies and responsibilities so that they
can tackle the social, economic and other issues in the state.
Governance as a whole
includes many things. Few of them are listed below:
emphasizes the importance of autonomous self-governing networks of actors.
recognizes the capacity to get things done without relying on the power of the
Government to command or use its authority.
identifies the power dependence involved in relationships between institutions
involved in collective action.1
THE TERM “GOOD GOVERNANCE”
In the present and modern world, the terms
government, governance, and good governance are used a lot. The reason behind
these words to be used a lot is because of development. Precisely speaking,
good governance inclines towards the development side and bad governance
inclines towards the evil in the society. Since governance is the process of
decision making and the process by which decisions are implemented, an analysis
of governance focuses on the formal and informal actors involved in
decision-making and implementing the decisions made and the formal and informal
structures that have been set in place to arrive at and implement the decision.2
Good Governance for the first time came into picture
in the year 1989 in a World Bank publication, which later explained further on
that concept. Good governance deals with promoting and sustaining integrated
human development. The focus in here is watching how the government is enabling,
simplifying and authorising its people, without even considering the
differences of caste, creed, class, and taking certain important decisions
which will be in their best interest that will enable people in the society to
lead a happy and decent life.
Also, good governance sees to it that it manages,
allocates and responds to the problems in the society. It sees to it whether
the policies brought forward by the government are doing good or not and it
sees to it that such policies are implemented so that there will be development
in the state. The policies that supply public goods are basically guided by 8
principles that are discussed in the following chapter.
PRINCIPLES OF GOOD GOVERNANCE
Good governance has
eight major principles or elements. They are as follows-
of Law: The first one being
rule of law means that the good governance fair and stable rules and
regulations. That means it should have a fair legal framework. In other words,
the law shouldn’t be partial towards somebody. Impartial law enforcement
requires a judiciary to be independent. Also the police force involved should
be impartial and not corrupt.
In every government, transparency is necessary. This means that the information
provided should be easily understandable to the people and it must be easily
accessible to the people in the state. Only then the belief in the government
and the governance stays.
Good governance requires that the institutions and the organizations and their
processes are designed to serve the best interests of stakeholders. There comes
a time where there are different interests in a society. There comes the duty
to analyse and take a good decision which will be the best interest of the

requires analysis to understand the different interests of the stakeholders in
a society in order to reach a broad and wide consensus of what is in the best
interest of the entire stakeholder group and how this can be achieved in a
sustainable and prudent manner.
